The Process of Validation in Modernizing the Quality of Education

Abstract

The article discusses the gradual improvement of training highly qualified pedagogic personnel for Higher Education Institutions (HEIs) based on advanced foreign experiences. It also emphasizes the need to enhance the qualifications of specialists responsible for educational and methodological activities at the academic stage. Creating necessary conditions for master’s students to conduct scientific research and acquire pedagogical activity, management, critical thinking, and systematic analysis skills is also highlighted. Additionally, the article stresses the continuous need for reform of current curricula and programs to achieve these goals.
The main aim of this study is to develop the concept of task unity in modernizing the quality of education. The study also focuses on creating a project that defines the process of modernization as a system of ideas and shows its practical effectiveness by specifying the sequence of tasks involved. To achieve this, the study developed four stages of the main process based on the design method, which include: (1) improving the educational standard, (2) ensuring the integrity of educational programs, (3) implementing a system of module managers (leaders), and (4) introducing a system of validation of educational results. By integrating special indicators of the process, the sequence of tasks was highlighted, and their practical effectiveness was demonstrated. 
In conclusion, it was observed that the four stages of modernizing the quality of education are crucial in the further improvement of the educational system and its standards. It is of urgent importance to consider the methodological proposals and recommendations developed during their implementation. In practice, enhancing the quality of education involves strengthening the interdependence of employers’ requirements with the content of educational programs. This should take into account not only graduates’ qualifications and knowledge but also their professional experience, skills, competency levels, and personal business characteristics. It was also recognized that the implementation of flexible, transparent, and objective mechanisms of recognition and validation is essential. Additionally, it was noted that the primary task of experts in this field is to significantly improve the system of evaluating students’ qualifications and ensure their integration with the classifications specified in the decision on measures to provide the labor market with qualified personnel.
